I agree with Derek about Moseley setting up some of the current problems.
The issue with tighter regulations is that those with money spend it for smaller and smaller gains. Those without the money just struggle. The side effect of this is that the teams learn more - we know far more about aero now than 10, 20, 30 years ago. You can't unlearn.. So, if you free up technical regs the ones with money will spend huge amounts and find bigger gains because they have more avenues to explore. The teams without money still struggle, although they'd probably get a bit closer.
Imagine saying to Merc HPE "go build a racing engine, it needs to have KERS but any configuration/capacity/materials/fuel limit you like is fine, off you go". I wouldn't want to be compete against what they come up with. Now repeat for the design teams - the bigger ones will crank up the wind tunnels 24/7 and have the CFD machines in overdrive. Imagine what Willis/Lowe/Newey etc would come up with - EBDs ? fine. ground effect ? fine, flexi wings ? fine. The little guys would never catch up.
I think the answer is to reset the money to equal shares and free up the regs. The big teams will still do it better, because they have bigger sponsor deals and thus (overall) more money to spend but the small teams have the chance of the odd cheeky result when all the planets align, which helps them attract sponsorship and therefore future budget. It'd probably take a few years to come right but it would equalise the teams.

I don't recall the racing being great with the V10s. Speed is not everything. We've have some great racing years since; down to the wire, last race battles so I don't find it that depressing. There is a limit to speed.Vaud said:

Given they are at the back, this could mean time penalties for "unused" penalty spots. E.g. Massa is 17th, a 5 place penalty would make him 20th with 2 "unused" penalty spots, these are transferred into a 5 second time penalty.
