I mean if the Redbull had a motor with Ferrari level of performance they would probably be beating Ferrari and challenging Merc frequently.
But don't some of Renault's problems come down to fundamental design decisions that can't easily be corrected even with tokens? They have very smart people at Renault.

Neither Ferrari nor Renault opted to split the two elements of the turbo. I believe that this is still the case and yet Ferrari have managed to get close to, if not equal to, Mercedes. It's been reported that Renault have a single cylinder unit on the test bench, the extrapolations from which show that the production engine should only be around 20 bhp down on Mercedes. Renault seem determined to only use their tokens when they think it is right to do so and I assume they have a strategy supporting this. As you say, they have clever people at Viry and Rob Bell is very highly thought of in the industry.

I would expect Red Bull to divest of Toro Rosso and Red Bull Racing in the next five years, and become the title sponsor of F1.

I have heard crazier ideas. I certainly think they could shift to being a main team sponsor.

Having Horner as F1 COO as well would tie neatly with that. Bernie has said no one man, but it is clear he holds Horner in high regard.

From candidates inside F1, Frank W is too old, Ron Dennis (just no), Luca exited.

So Luca and Horner to run F1?
