Yes, Toro Rosso will be running 2015-spec Ferrari's and yes it'll be for competition reasons. Likely a 2016-spec deal was never even in a pocket, let alone on the table. Weird that they refer to Ferrari themselves as Ferrari engine customers but i guess that's what they meant as there are only 3 non-Ferrari teams receiving Ferrari engines.

Might've been part of the deal which allowed Ferrari to use Haas's wind-tunnel last year. For the 1st year they will be a Ferrari B-team, so they need to have the best chance of being midfield without a noteworthy designer. Toro Rosso on the other hand had a brilliant chassis this year so much so that Red Bull had to move their designer to the A-squad. Not because RB needed him, but just to remove the threat of being outperformed by TR. For selfish reasons, Ferrari do not want that team to have the 2nd best engine. I can only assume they mean they've fixed the deployment issue, and therefore access to the full HP, rather than they've magiced up 223 hp from nowhere. this report:

the way it;s written makes it sound like their ERS did absolutely nothing last year and their IC engine was 70Hp down.that's overly simplistic PR claptrap.
quite apart from the peak numbers being next to meaningless, what it's not telling us is how much energy they can now harvest from the ERS systems.
