Quite simple in my view.
White line on the inside of the kerb. Any part of the car touches that line = penalty.
(Personally I don't think any part of the car should be allowed to leave the tarmac, but I doubt many others will agree.)
But whatever rule is applied, it's useless if it's not applied consistently. Good example: British GP last year. Lewis Hamilton exceeded track limit in qualy, lap was deleted. US GP this year. Lewis Hamilton exceeded track limit in qualy, lap was not deleted and ended up as the pole position lap. And at every race these days you can see many examples of drivers being allowed to go right off the track and receive no penalty. Again, US GP, Vettel way over the white line overtaking Hamilton for the lead. And he couldn't claim he'd been forced there, Hamilton was nowhere near him!

As track limits are only a problem on certain corners, why not paint those corners a different colour. All four wheels off equals 5 second penalty automatically.
Fans will know, drivers will know, solution is simple.
Genuinely interested if anyone can point out flaws as it does seem like a possible solution to me.
