Reg plate "LON 1" on LWB XJ with a crest on the door???

Drove past / in tandem with the car this evening up the M40 - swiftly driven but well-mannered, wondered whose it was - any ideas?

Crest looked pretty official / heraldric, but it was dark so I didn't get a good look.

Mayor of London? Mayor of Kingston has RBK reg plate.

And the mayor of Hackney has a Mercedes with LBH rg plate,probably a bit of theme here.

Could it have been LOM1? The Lord Mayor of Birmingham uses a dark coloured XJ with that reg.

Definitely LON 1. Crest had a post on one side (right?), think with something wrapped around it....just googled but couldn't see anything close.
