What does this black hose do?

I'm mechanically minded but not when it comes to engines...

I need to replace the black hose in the picture below but I don't know exactly what it does. I think it's a fuel hose.

If I were to replace it, can it just be undone without fluid spilling everywhere?

How do I remove those metal clips things/what tool do I use for them? Can those clips be re-used?

It's a breather hose, nothing will come out, use pliers and yes you can reuse it.

Is it split?

Yes, it's beginning to split so I was thinking of replacing it.

If it's just a breather hose though, I'm wondering if it's worth it?

I'd be interested to see if anyone gets it right as the bike in question, while not exotic, is becoming quite rare!

They did *so* many different bikes with that engine (or versions of it) and having owned one in the past (a CD200T Benly) I recognised it as a Honda twin but which exact one was a guess.
