The fin is level with the reference plane, that's the rake on the car.
Looking at other pictures you are correct, it could even just be the angle of the photo.

However, the fins on many cars are higher than the rear wing, so introducing a line as suggested would mean they are smaller which would help with aesthetics, especially on the FI.

Apart from the teams (and their lawyers) saying that you can't go changing the regulations weeks before the first race.

As I understand it, once the regulations are set for a season, the FIA can only change them on safety grounds (or possibly with unanimous agreement of the teams).
There are always grey areas that the FIA can release a "clarification" on. Like banning FRIC, barge boards, mass dampers, throttle overruns/FEE, all of which were declared illegal mid season if the teams liked it or not!

Don't Red Bull always run with some kind of vent in the nose?

Interesting that some teams have widened the rear wing over the tyres, the STR and Haas look to have exploited this more than others. Aero has changed in the last few years, they pay an awful lot of attention to air flowing over the cars now than simply producing downforce - I wonder what the endplate shape does in that regard.

The Red Bull looks great. So does the Toro Rosso.

I really feel the Red Bull will be the car to beat in 2017.

I am afraid I think this post is a bit of a summary of PH and F1 fans as a whole.

'I was hoping for a history that I am pining for'.

But that probably didn't exist.

I agree - I personally believe f1 designe peaked in the early-mid nineties. But to be honest, really, its all no better or worse.
Thing is, the manufacturers kept throwing us images of their gorgeous F1 cars of yesteryear in the season build up, as part of their marketing hyperdrive to cash in on their heritage, and then develop these hairy turds.

McLaren have been the worst offenders this year - please stop teasing us with gorgeous Honda Senna era cars.

They all have cockpit cooling inlets, some in the nose front, Williams is usually very easy to see.

Best looking car of the lot for me, and I'm glad to see the end of the dark blue paint with airbrushed bull artwork and gold nosecone they've had since forever.

At least we'll be able to tell the Cars apart this year instead of white, red or black with a streak of silver/red/orange/yellow/blue/purple.

It's permanent, they said a while ago there was a change this year and a new engine supplier to be announced.

It would be reasonable to assume that if all the cars have them then they are no longer banned. smile
Jesus does no one have common sense?

Fins were not banned, they simply introduced an exclusion zone around the rear wing. Preventing shark fins connecting with the rear wing.

After that, a few teams dabbled - but gave up by virtue of little benefit with a fin not extending to the wing.

Now that every bit of downforce matters.. And the exclusion zone around the rear wing has.not been amended..

Jesus, is anyone here familiar with f1- over the decades?
