Yes, livery changes are fine, a team can get a new big sponsor and change colours. I believe the rule is about both cars having the same livery (remember BAR wanting to run one car in 555 and one in Lucky Strike)
Livery changes are allowed but must be approved and the gist of the rule is to make sure cars are recognisable for fans. A blue Ferrari?

So that'll make them easier to spot, alongside the blue Alpines and blue Williams
I wonder if the rumoured HP sponsorship will be announced at Miami. Only HP have a very blue logo.

Daddies have missed a trick if true.

A mate's wife has just bought a blue California. She'll be well chuffed

Does the livery colour run out before the car is fully painted and can only be started again if they use official HP refills and if Ferrari try to use a 3rd party refill their software bricks the car and they can't start it?

And TDF Blue is the colour I'd have my 355 in if/when I win the lottery.

Anyone know how they strip the paint back for something like this, presumably in a sport where every gram counts you don't just sand it back and paint over, is there some sort of chemical used that doesn't interact with the carbon and resin?

Yep going to be in HP blue.

The press pictures with the HP logo everywhere aren't great. I guess as a sponsor it's good your logo sticks out so much.

Interesting development

As a race team, Ferrari aren't going to turn down a blue chip sponsor but blue doesn't really go with red and, let's face it, the red ain't changing.

Looking forward to the special livery though - anything to add interest this year is welcome....!
