It's more like "proof he is mostly right". (Green=comma decimal indicator Blue=dot decimal indicator)

The only places worth mentioning that use a dot as a decimal indicator and that are not english speaking ex colonies are China, Japan and Mexico.

My first point is that the car, if it existed, is not weighing one and a third kilos. My second point is that it isn't just English speaking countries that get commas and dots confused. I may be a pedantic tt, but I am right.
