Why? My understanding is that selling a V5 and tags is not actually illegal, though the DVLA are within their rights to register as "scrapped" any V5's they see for sale without a vehicle.

The V5C and associated VRM belongs to the DVLA. It's merely 'rented' from the DVLA when the vehicle is registered. It is illegal to sell both the document and associated ID that it applies to. Once a vehicle loses its ID due to modification, scrapping or breaking for parts, the V5C must be returned to the DVLA.

Well it ended having been bid up to 25K - best outcome since eBay ignored all the reports.

I had reported this one and could not believe they let it run
I had a busy weekend but thought it would good if it could be bid up top a silly amount and then retracted

Well, let's have a think. They could employ people and/or technology to weed these things out, but there's no effort on the part of the authorities, no-ones holding them in any way responsible. On the other hand they could employ a couple of underpaid and overworked folk to take an occasional look at stuff that's reported and end a few listings, whilst letting some "slip through the net" and generate Fees for them......
