Suspension matters not for an MoT, though if it's fitted it must be in good order. I think I'd be tempted to fit it though, or at least a decent sprung seat, as that can't be comfy as it is.
My main concern with this would be the lack of paperwork and the fact that the seller is offering a log book for a Reliant as a separate deal.
