I think that some pool covers specifically market themselves as "can be walked on" but it isn't something I would want to test regularly.
Although it looks more like she is mid-dive and forgot the cover was on!

Years ago we had a pool with a cover like that. A friend came around with their full size Old English Sheepdog which walked across the cover, sat in the middle and refused to get off.
