This would come the closest to what you are after with a new car!

Compact Luxury car? easy...

Maybe it's too old?
Something more modern:

It is true that the small well appointed car seems to have disappeared though.
Panda was the first thing i thought of.

Can you not get on a Fiesta owners forum and swap the 16in rims with someone that has a lower model and is looking for bigger rims?

Or I am sure if you look on forums and ebay you would find some teenager that has put big wheels on their Fiesta and is looking trying to sell the standard smaller wheels.
I did exactly this a few weeks ago, swapped someone from the owners forum, my 16" for their 15" alloys, it has made a little difference but not much. TBH I think most of the difference has come from tyres, the 16" had some plastic Hankooks on and the new 15" have Michelin and Bridgestones on.

I do remember someone on this forum saying that they had a MINI One with the small wheels on and it was a really nice drive.
