How on earth can these vests upset people ? If drivers slow thinking it`s the police, that`s fine; not slowing down for horses imho is dangerous and shows lack of respect for other road users. Some of the replies on here are unbelievable !!!!!!!! Drivers with bad attitude should be taken off the road.

It is not the high visibility jackets that are the issue. The issue is intentionally dressing in order to convince others you the police. Just as decking your car to look like a police car is illegal. That is the issue.

There's a lot to be said for impersonating plod. One of the most relaxing and rewarding driving experiences I ever had was being given a white SAAB 9-3 Estate courtesy car while my company car was in having work done. As a surveyor I wear a HiViz jacket or vest while working on site. Keeping it on whilst driving and wearing a white shirt and dark tie completely changed my driving experience. Never before and never since have I seen an overtaking lane clear to let me by, mobile phones disappear and speeders slow down than than the way I did in that SAAB. Loved it. The moral to that story is people behave themselves while the BiB are around. I know from experience that not everyone passes a horse and rider on the road safely. I know also that a good proportion of the same drivers would do if they were momentarily fooled into thinking they were overtaking a police rider. This gives the rider who imitates plod a statistical advantage of escaping premature death or permanent disability over a rider who doesn't. That being the case the wearing of said offending items is a no brainer.

No, the average is always 100, its around 68percent. pretty sure its 115 plus 11percent, 130 or over 2 percent, 145 plus 0.1 Then the same the other way so 70 to 85 11, lower than 70 2, 55 or below 0.1 130 mensa, 70 is mentally retarded I think.

Horse riders have every right to use the roads (within applicable law). So do drivers, cyclists and pedestrians. Car drivers may be greatest in number and have the greatest destructive potential, but they do not have any kind of priority over horse riders. All sides make mistakes. IMHO we all need to get on with each other if we are going to make the best use of the roads. This island isn't getting any less crowded. This issue is solely about intent to impersonate a police officer. To me, it is pretty bloody obvious that the jackets in question are intended to make passing motorists think that the rider is a police officer, and therefore modify their behaviour. This is no different to me sticking POLITE stickers and reflective stripes on my car to get other motorists to clear the fast lane for me. It's equally against the law. High-viz jackets? Yes absolutely. A sensible choice. POLITE written in police uniform font, at police uniform size on a label with police uniform label layout and police uniform colours? Wrong. The more militant parts of the horse-riding community have not helped themselves through their defence of the practice, which at times has bordered on the bizarre. Their initial defence seemed to be that the jackets were not intended to impersonate police jackets at all, and that any similarity to police uniform was entirely coincidental. The latest defence appears to be that police-style jackets are sold by fancy dress shops for parties, and it is therefore perfectly possible that the rider in question is merely on their way to a fancy dress party, and is not intending to impersonate a real police officer. Such juvenile arguments do little to advance their position, and reflect badly on the vast majority of horse riders who just want to use and enjoy the roads like everyone else. As with many things in this country, it started off as a reasoned argument but seems to have descended into class war.
