A FMIC that is of any use will cost quite a lot more than that.
De-cat won't cost much ~£50 as you can sell the cat on
I wouldn't go near my car with a £150 remap. £400 is more like it.
A used turbo around £200 I'd expect yes.

Also, the clutch will not take the torque, so you'll need a Sachs clutch.

Your realisticly looking at £1000+ to get an extra 30hp.

Was about to ask "where are you getting these parts from?" OK, it's a very different car, but on my T5 the FMIC was £680 and the remap was £500...

Im lost, you either need economy or power and you aint really got alot of cash, for now its about making do.

Golf 130/150 are by no means goin to rip your head off, but they do boast some reasonble MPG figures.

Tryin for the 200 will just open a can on worms as to whats goin to go first whether it be the clutch or something else.

My 2p. buy the best specced golf, seeing as thats what you want for your 3k and just use it, get some no claims up and then think about changing it.

For me no brainer id be buying an auto 330d and wallowing about in comfort.
