A proper driving test that takes two hours, takes in motorway and country road driving with the learner having to perform all the driving manouvers not just a random selection. To get to the test level requires a two year learning period taking in night time and wet weather driving, skid pan experience, and advanced driving techniques. I would also suggest a 5 yearly driving standards test of 1 hour for all drivers to ensure standards are maintained.
With more capable drivers on the road the speed limits could be raised significantly as there would be less likeliness of someone driving inappropriately for the road or the conditions.

My first decree would be that all handles must be removed from doors you have to push to open. My second decree would be that all gents toilets would have the exit door removed, or it converted to a push door (with no handle  ) - I'm sick of washing my hands then having to touch a grotty handle to open a door. Finally, all copies of sellotape would be removed from sale - no longer will we have to put up with not being able to easily tear off.

Parents who buy their children films/games etc that are rated higher than their age will be added to the conscripts doing community service. The sentence will be 3x the length of the movie they bought or the time the child will play the game for.

The first thing I would do is ban the Daily Mail. It is a nasty, toxic, hate-filled misogynist rag which poisons our national debate.
Next, I would abolish the Monarchy, the Aristocracy and the house of Lords. This should have been done centuries ago. The British people should be able to choose our own leaders, like the people of, for example, Botswana and Chile do.
Thirdly I would legalise, tax and regulate recreational drugs and prostitution.
Lastly I would increase the national speed limit to 90mph, but keep it at 70mph in wet conditions. This lower figure3 would be rigidly enforced.
