in our village, they clamped the local Dr.'s car (in front of his own surgery) and refused to let him loose to attend an elderly patient ("prove you're the Dr.") and not sorted until the local cops intervened.

The way I understand it is...

Vehicle driver parks somewhere stupid on private property.

The owners of the private property can get the registered keeper's details from the DVLA.

The registered keeper gets a letter requesting the name of who was illegally parked on the day date time in question.

If the registered keeper fails to respond in 28 days the landowners can take legal action against that registered keeper.

The registered keeper receives a request for X amount of money.

If the registered keeper ignores requests for money the landowner can pursue through court.

If the registered keeper decides not to attend court then they may be ordered to pay X amount in their absence & notified by post.

If the registered keeper fails to pay in X amount of time the court appoints bailiffs to recover money & their costs.

Registered keeper gets their car clamped on their own property & an outrageously large bill.

Registered keeper pays.

I may not have all the facts correct but I think it's gonna be something along those lines, & also I don't believe this covers places like hospitals, airports & maybe railway stations where clamping may still be carried out.

I've only ever been clamped once & that was for non payment of a Westminster council (I think) parking fine. They clamped it in the very early hours one morning while it was parked on my drive.

Edited. Forgot a couple of bits.

The gf got a ticket about 3 weeks ago, can we still just throw it away as it was before the law was changed to pursue registered keepers?

Whilst there have obviously been many horror stories about people being clamped unfairly and the fines undoubtedly being extortionate, this change does seem to far the other way to me. What about the people who happily park in residents parking at flats because it's cheaper/easir than getting in to the car park? Or those who see office car parks as completely fair game? There are many who will now abuse this system, I for one hope the tickets do become fully enforceable, otherwise we'll have a parking free for all in parts of the country.
maybe they could install a barrier system.

No ticket = No exit. Simples

I'd be astonished if that was legal.

And who employed the clampers in the first place - The Dr ?

Too many people thought hiring a clamping firm was the answer to their problems and would also bring in a nice bit of revenue, but then fell foul to their own plan not realising they had gotten into bed with scum leeches.

yes No doubt there are some genuine gaps left now where clamping was a last resort that had to be implemented. In these extreme cases which likely number 0.0001% they really need a smarter way to control parking.

I'm so glad these fcensoreds have finally gone but why did it take until 2012? Also what line of work will the unsavoury types who ran these 'firms' do now? Car-jacking? Drugs?

At least the govt has done one of the things on its manifesto. I was clamped in Windsor. The signs were so amll and far up the wall that you could not read them. I had broken down and instead of leaving the van on a narrow street with delivery bays I pushed into an open parking areas with 2 other cars in it. Still got clamped and fined. The "independent" complaints line for the company would not accept telephone calls and simply stated thay stood by the persons actions.
So this is welcome. It is about time local authorities realised why people park illegally and did something about that instead. Apart from anything you usually cannot understand the signage, it is so complicated. In the 6 miles between hammersmith and twickenham there are nearly 450 pieces of signage on one side of the road. It is bonkers.

They can't be towed away, how about just off the private property on to double red lines?

The best and most stylish solution to clamping:

Possibly not quite so elegant, but I also had a anti-clamping solution in my (much) younger days, courtesy of an old tipper pump and some hydraulic rams.

Too many people think that landowners make money out of clamping. As a rule they make nothing - the clampers take all the cash.

Land owners don't really like clampers.... I wonder why they instruct them?

I knowidea Because too many people take the piss and abuse their land!
