What happens if, gasp, a new neighbour moves in with the same car? Does one person have to move out?

Yes, the only practical way to reconcile that senario would be enforced removal of said new neighbouring persons, I recommend a last in first out policy. It's the only fair manner to resolve such a travesty.

As for being petrified, I'll admit changing organic matter into stony concretion can indeed have it uses.
