The Japfest gridlock was non-existent this year after the circuit put in place some proper access to additional car parks and changed the way in which they check / sell tickets (i.e. getting people off the road as quickly as possible). The biggest problem with Japfest is the fkwits who insist on driving like anuses through the villages. This year there was a significantly larger police presence.
Generally speaking, the local villages are happy with the circuit. It differs from Mallory in that it is used in line with the planning consent it has, and in fact out of the circa-240 days a year it has permission for, it rarely uses more than 180 or so. There are obviously tensions, and there are plenty of NIMBYs, but then someone complained that the chap mowing the churchyard was making too much noise on a Wednesday afternoon, so I guess there's always someone who will complain about something!
I live in the next village to Castle Combe, by the way. Sadly it was our village that effectively got the F3000 races binned, but as is often the case that was a small, vocal minority at work.

Ignoring the implied 'this should be allowed because it's green' rhetoric, the underlying planning decision could have impact to situations such as the above: at least for new developments and redevelopment for commercial gain.
