There is a retrofit available on the older Octavias so wouldn't surprise me if there is on the new ones.
On the older ones, it was fitted under the drivers seat. So look there, when I fitted mine it was covered by a small insert of carpet.
Also, use your phone to search for other devices, see what comes up.
As mine was retrofitted there was no steering wheel controls etc, all control was via the phone but the phone book came up on the maxidot. Once paired you could scroll through the pone book with the right hand stalk controls.

Can you?Not saying you're wrong but I'm sure the dealer will have a disclaimer somewhere with regards to the error in spec listed and misrepresentation.
The car is fit for service and of merchantable quality so it may not be so clear cut.
Maybe a discount of some description would be adequate recompense?
