That's for an inner track rod, not tie rod. Basically, when you take the track rod end off and opened up the gator on the rack/track arm, it slides over the track rod and grips It on the flats. You attach a ratchet or spanner to the end to remove. Usually you can find enough space to crack them off with a pair of grips though, so no need for tool
