M25. Is there any point in it anymore?

I think it's because in some places lane 1 becomes an off slip. Certainly when some sections were 4 and others 3 lanes. People don't want to be caught out by finding themselves leaving the motorway when they didn't want to. By being in lane 2 or greater this won't happen to them.
The real question then becomes just how do people that thick find the money to drive cars or have any need to go anywhere?I sometimes wonder if the answer to the M25 and some similar roads elsewhere e.g M6 is to build and elevated road way directly above the existing road way, with anti clockwise traffic travelling on one level, and clockwise traffic running on the other?
That way we would get at least 6 lanes in each direction, with no extra land being taken up. The downside is that the road would be much more visible for most of its length, and on / off junctions would be difficult to sort out. But the old saying, that if we build more roads they will only get filled up with more vehicles is a nonsense. The problem is the M25 and roads like it were not designed to carry the capacity they now have to carry, and the capacity issue is related to a population which has soared to nearly 70 million in just a few years, and shows no sign of slowing down or better still reducing.

Following a security incident last Friday when both the bridge and tunnels were closed completely
it demonstrates that a new crossing is required now more than ever, (but even now there are some who don't want a new crossing to be built) Given that the tolls were to have been scrapped completely in 2002, but they not only kept the tolls in place but also increased the toll charge, They should have billions of pounds available for building a new crossing right now. Only it seems that they don't. Wonder where all the money went????

Not uncommon I see only lanes 3 and 4 being used.
Why not have bull bars on the side of those Highway Officer cars. They video you hogging the middle lane, pull alongside you and ram you over. When your shiney car is dented you'll think twice about hogging the middle lane. [That was a joke for those without a SOH]
Seriously why not have restriction plates on the motorway?
Display a red "L1" in a white square if you get caught hogging the middle lane and you are restricted to driving in Lane 1 only for one year.
My subjective experience is that the M25 seems to be just about acceptable when there are no major road works on it but gets screwed up for 20-40 miles either side of any work going on.
For example the stretch of works from Sevenoaks to the M23 seems to have actually screwed up the M20 to the A3, which effectively becomes the M40 at rush hour as it seems to worsen the already poor traffic from the bottleneck at the M3 as everyone is travelling more slowly away from it. Also in the other direction if it weren't for Dartford backing up the traffic earlier it'd probably make it back there too.
Sadly there seems to have been about 6 works free months in the past 10 years and all of it has been widening.
Also, anyone that says lane discipline is better outside the M25 is talking cobblers. I've lived in various areas and people are universally crap on any congested road. If I had to pick a particular annoyance endemic to a road it'd be people sitting in the outside lane of the M42 below the variable speed limit, overtaking cars in the next lane at a glacial rate with massive gaps in front of them.
