I think DVLA already have done it.! You can request any number not issued to go into Auction,and at least once purchased you can Transfer/Buy/Sell as you like hence the investment potential.!
Between 1955 and 1962 councils could re-issue old, void numbers on request and payment of a flat £5 fee....would have the same effect if brought in today!

It depended on the initial letter I think. A-H they only kept 1-20 back I think.
The first was 'H', plus 1-20, a two digit number divisible by 10 or 11 or a three digit number divisible by 100 or 111. This was 'Select' for new cars only. Then in 1991 'Custom' marks were launched with A, H or later letters and numbers 1-20.

Saw this a few weeks back, amused me mostly because of the vehicle it is on (although perhaps the Non hazardous sign means it isn't?). Immature I know.

In Germany right now where the plate starts with wherever you live then afterwards you get to choose. I've foregone the plae part but there's a guy who favours my local metzgerei with both a Panamera and a Cayenne on PH 28 and PH 8 respectively. Suitable for PH?
