Devils advocate here. Did you tell them it had a k&n filter? If not then would they not have bought a replacement filter expecting to fit it and passed the cost on to you?
And you think that's perfectly acceptable behaviour, without even explaining it to the customer?Of course this is all just guessing as we don't know the business. If it's a one man band and a hand written receipt then I'm way off the mark and he saw the op coming!

Maybe they charged you for cleaning the air filter instead of replacing it?
I thought of that but it's still very dusty, plus it's a item not labour price. As for not trusting them, as I said this isn;t the issue, I think it was a genuine mistake - just wondering who would go back for the tenner.
Go back and politely enquire as to why you were charged. No accusations, no confrontation, just point out the error and ask why it's occurred.
If it's a genuine mistake (which is realistically far more likely than any foul play), and the garage staff accept it's their error and refund your tenner, then all is good.
If they play silly buggers, argue and lie and try to blame you, then simply walk away without getting into a brawl over the money and never spend another penny with them. You've learned that they employ at least one, possibly more, untrustworthy aholes who try to con you, and it's only cost you a tenner.

What's the frozen sausages about? I've seen it referred to a few times now...
It's my understanding that you hammer said sausages into your lawn, release your/neighbours dog into garden and as its attention is on the sausages stuck in the lawn you bugger the poor sod from behind. HTHUnless you really trust that it was genuine mistake I would be livid because it shows they dont know what they have or have not done!
I bought a Dolomite Sprint engine together with the bill for rebuilding that came with it. A well known Triumph workshop had charged the hapless owner £3000 for the rebuild of HIS engine!!! One small insignificant item drew my attention on the bill which was £8 for an exhaust manifold gasket, however the Sprint does not have an exhaust manifold gasket (they do exist though for TR7 models).
They saw him coming and its the principal of it.

Same happened to me about 2 years ago with a garage that I've dealt with for a good 6 years with my cars. They ordered the service kit from the motor factor / supplier, which included an air filter, before I dropped the car down to them. The car in question already had a K&N fitted, so obviously the air filter wasn't used & was sent back to the motor factor,
When I went to collect the car, the owner (who I normally deal with) was away that day & the lad that drew up the invoice had added the air filter as it was showing as part of the service kit that had originally been ordered. I only noticed it when I checked the paperwork when I got home so popped back the next day to mention it. The owner apologised, as it was a genuine mistake, and refunded the cost of the filter back onto my card

Which is the right thing for the garage to do When I went to collect the car, the owner (who I normally deal with) was away that day & the lad that drew up the invoice had added the air filter as it was showing as part of the service kit that had originally been ordered. The op should go back its not the money it's the fact they charged for something they haven't fitted
