The guy with the chrome helmet was a sandwich delivery man called Reginald Chance, not an undercover policeman.

'Sources say at least two detectives witnessed the attack on Alexian Lien and did not directly intervene. And investigators are still working to determine what role, if any, was played by the other three officers.'

That's weird. In GTA IV (released in 2009) even if there was one detective/police officer in surrounding area he would have started shooting at me while I was dropping bombs on peds or blowing cars up. And that was also based in NY. Things go downhill rather quickly
