Sad to hear and I'm mystified by the lack of noise about funding. Richard Noble is usually right out there banging the drum and driving it all forward, so it's odd to only read about this on here rather than the mainstream press.
Given the volume of funding that organisations like Vulcan to the sky were able to generate, then I can't imagine that at least a bit of the required money could be gained from the general public, even if the majority is likely to come from big corporate donations. If public opinion starts to get nervous about project, then that is likely to deter business from going with it, so I imagine it's a two edged sword going public that there are money troubles, though things do inevitably come out and that is much more damaging than a controlled campaign to raise funds.
Fingers crossed it all sorts itself out, it would be a tragedy to waste such an amazing machine and all of the work that has gone into it so far.

A post on facebook or two costs nothing, and could well go towards generating a few million if the public get behind it.However, not asking at all gets you exactly nothing!

In the past Land Speed Record attempts have been 'sponsored' by wealthy philanthropists. They received a lot of the 'glory' when things went well and I suspect they were able to offset the expense against tax.
It may well be that there would be very wealthy individuals willing to back the Bloodhound project if there was a tax incentive.
Has Richard approached the Government and suggested that this route could assist this type of project. They are getting the educational benefit of the Schools Program and this approach would cost them half (based on 50% tax) of the investment.
Companies are mostly finding the current economic climate rather a challenge so it is no wonder they are reluctant to sponsor something so 'risky'. They also like an instant payback and the same amount spent on TV advertising is a better bet.
There are a substantial number of individuals in the UK who could easily find £5m - £10m out of their annual income, if there was a tax break to help. Many are car nuts too.
We certainly need something to put the 'GREAT' back into Britain.

Do you have any stuff you can sell? - Prototype parts, spares, bits that have been changed etc?
We would all like to own a bit of history and maybe arranging an auction type affair could help not only raise some capital, but also increase awareness of the project?
What about offering photo opportunities, people can sit in the car (or at least a mock up cabin) and have their photo taken? you could do this at shows like Autosport, Goodwood etc? charge £15.00 a pop.

I wish I was a billionaire, with more money than I knew what to do with. (Someone like Richard Branson)
Maybe it's because I'm an Engineer, but if I had sufficient funds I'd happily give the project £20m and want nothing more in return than the ability to pop in and see how the project is progressing, and to be there at the actual record attempts.

I know selling some leftovers won't raise the £15m, but it's a step closer.
What about a completion/raffle:
A few ££ to enter (as many times as you want) and the winner(s) get to travel out with you all on the day when you do the speed runs?
If it's been moved to 2017, that gives you 12 months to run the competition for.
