Mitsubishi FTO GPX. Will rev to 9000 and sound better than a vtec engine whilst doing it thanks to the benefit of V6.

For £20,000 I'd probably say a fair condition E60 M5... that mental V10 spins up to 8,250rpm (!!)

Supercar would need to be a 458 or Aventador... neither of which really mash my tatties.

My Integra type r uk sounds great ( in my opinion) when driven properly no silly exhaust or decat pipe just a big fibreglass intake for when the rev gauge hits 5800

Toyota VVTLi engine goes to 8200 I think.

Found in a Corolla, Celica or Elise.

low end of budget options are BEAMS engined or Black top 4AGE 20V toyota engines, MR2 Celica and Levins.

Suzuki seem to have a habit of going a bit silly with the redline. The Cappuccino's engine went to 8.5, but the tacho went to 12.

One of the few road cars out there with a roller bearing crankshaft.....I think the Charade GTti was the same. But don't quote me on that..

I used my BEC 7 every day for 2 years commuting to work, it was amazing. 12k rev limit and less than 5 grand.

Excluding Kei cars and tuned cars:
£5000:
S2000 9K rpm/Integra Type R DC2 8.5K rpm
£20000:
M3 V8/M5 E60 8.4K rpm
£New supercar budget:
Lexus LFA/Ferrari 458/Current Porsche GT3 9K rpm

I know you said excluding bike engines but the highest revving standard bike engines I know of are the 250cc Japanese mini-superbikes made in the nineties. About 19K rpm redline like an F1 car!

To be honest, it was a number of years ago (8ish) when I was on my elective in Cyprus so I can't remember. Not a 'good' car by any stretch of the imagination but had a blast all around the island and up/down the Troodos mountain twisties. It took a lot of abuse to be fair.

£20000 - very, very slight chance of getting a leggy NSX, if not then an E90 M3
Supercar - Lexus LFA.
