This is the problem with driving licenses. They give halfwits a sense of superiority. "I have passed a test, therefore I know it ALL".
What they seem not to realise is that double yellow lines and other parking restrictions apply not only to the carriageway upon which they are painted, but also to any footways and/or verges that form part of the road. Too many of these cretins seem to presume that, because they haven't been fined for a parking offense, and have 'gotten away with it' up to now, that the offense does not exist.
As for that Leeds cycle "superhighway"? Parking within it will be the least of it's problems. It's chock full of mud, road debris and other crap. It it hasn't already, it'll soon attract 'yoof' types who seem to enjoy nothing more than smashing bottles "because they can". It will almost certainly never be swept or otherwise maintained, and I, for one, would not be willing to use it to cycle in. In short, it's not fit for purpose, in so far as I can see from that short video clip...
