It's not in any 'bay' at all. It's actually obstructing access to the store and to the trolleys in the trolley park. (Causing a willful obstruction? Criminal offence right there )
Fast exit in an emergency? Nope. If you want a fast exit, you really need to be reversing into a space, not leaving yourself needing to reverse out and change direction through 180 degrees.

We've been discussing the cop car in the disabled bay posted further back and not the one next to the trolleys.

Couldn't agree with you more, they still 100% believe they were in the right and the silver car shouldn't have parked outside their house. I can confirm that this is a totally public cul de sac.
