If the bins offend you so much, and your neighbours are on holiday, surely you could move them without being asked? We do when our neighbours are away, they do when we're away - have done for years.I would happily put them out for them without being asked, but in order for that to work I'd need the key to their side gate to get the bins out from the back garden, so it's not possible without being asked.
When they get back I shall offer the service for their next holiday.

Th driver isn't doing anything illegal so that will be why the police ignored it.

That's the thing - apparently he doesn't work for Sainsburys. He works in the city centre so he leaves his car there all day.Sainsburys don't enforce the 2 or 3 hour maximum parking rule so many cars are parked & left all day.

That's very considerate of you but in the original thread I outlined the law about this sort of thing. If it's on a public road you do not need to blank the number plate. If it's on private property you do not need the land owners consent unless there name of the owner or business name is displayed (ask permission or pixel it out), on private property you need to pixel out the number plate unless you have the vehicle owners consent. I'd like to caution anyone who posts photo's of vehicles in car parks without the land owner or vehicle owners consent it's Pandora's box of Privacy Law that could get you in trouble.
