Personally I wouldn't say that was bad. It's not on double yellows, blocking a drive or road. It's left enough room for people to get past on the pavement (a bit tight admittedly but it's grass not a wall). I also reckon they would be touch and go with regards to highway code rule 242.
I'd say that was enough to fit a decent buggy/pushchair through and maybe a wheelchair. Hard to tell in photos sometimes though but it's clear you can get through, unlike something like this one.
