Also, he's French so he now has no job security, no guaranteed right to residency, so he and his family may have to move back to France in two years time.

Thankfully my neighbour could not be more understanding about my use of the parking space as a workshop, I am very fortunate
By the look of that cerbera he can park about 2 inches from it and cause no issues, a contender for the classics left to die possibly, also if he is French then they all park terribly. We have spent several months in France over the last 2 years and would hate to have a decent car there they just don't seem to care. The Cerb has been parked up since it's last outing to DN16 at the end of September, but I would take issue with your suggestion that it's been neglected.I meet a lot of my neighbours while working on my car in the garage, and that is where I hear about their concerns. Perhaps that helps explain why I chose to shoehorn in that observation.

There is a car further up the street that does seem to have been abandoned - it has been there about 6 weeks, and the selfish fker has left it partially blocking a dropped kerb, making it a nightmare for one of my neighbours to get on and off their drive. However, because the car is still taxed, it can't be towed, and because there isn't a white H-bar painted across their drive, it can't be ticketed, apparently. My neighbour is decidedly underwhelmed, to say the least.
And to the previous poster who said the problem lies with the Council, I have to disagree. Double yellows would be nice, but you shouldn't need external influences to stop people parking like selfish s.

How does someone go about fixing the H-bar issue?Does it have to be ratified by several local council committees, or is the mere fact that a drop kerb exists enough to get the H-bar painted.
Does the H-Bar have to be painted by the local council, or can it be done privately?
