because there isn't a white H-bar painted across their drive, it can't be ticketed, apparently.
How does someone go about fixing the H-bar issue?

Does it have to be ratified by several local council committees, or is the mere fact that a drop kerb exists enough to get the H-bar painted.

Does the H-Bar have to be painted by the local council, or can it be done privately?
They are only advisory anyway. You can't ticket someone for parking on a white line.

It isn't embedded in the hedge, it is the entrance to a driveway.

But you can dissuade them.

'My cars too big for your average size Tesco parking spaces, so I have to park in the disabled bay'

They showed no disabled badge either.

By the look of that cerbera he can park about 2 inches from it and cause no issues, a contender for the classics left to die possibly, also if he is French then they all park terribly. We have spent several months in France over the last 2 years and would hate to have a decent car there they just don't seem to care. Poor attempt at a totally unrelated brexit rant though !
The Cerb has been parked up since it's last outing to DN16 at the end of September, but I would take issue with your suggestion that it's been neglected.

I meet a lot of my neighbours while working on my car in the garage, and that is where I hear about their concerns. Perhaps that helps explain why I chose to shoehorn in that observation.
Poor thing needs a wash, that's a lot of dust and crap on it since end of September

I can only think that there had been a car in the left space which was parked over the line but if that's the case, why didn't they use one of the dozens of other empty spaces?

I wonder if he's the fool who wrecked the other side of those two spaces. I think they are a poor design. In a row of spaces you get a foot of the adjacent space to use when you get out of the vehicle. Those cut in spaces need an extra foot of width and in this case there was plenty of space to do that. Instead people have to get out into the shrubbery.

I can't see anyone who would willingly park in the hedge like that, I suspect that space was the only one available at the time.

There were dozens of free spaces and I managed to park my 21' long and 8' wide pickup with little issue.

(OK, it took up two spaces lengthways but there were so many spaces it wasn't bothering anyone.)

The sign on the railings says 'Private parking for 12 Southgate Street only'.

(yes, I know it isn't strictly parking...)
Then 2 days later this happens!

Old dear of at least 80. Bent over double when she got out. Looked like she should have been in a wheelchair.

For reference (despite camera's perspective) it's a right angle at the fence corner and to my TT.
