As well as blocking almost all the path, the driver needed to reverse onto an A road on leaving.

None of the above (apart from the bush) as no one in the car and not a dog handler car. I believe the same laws do apply to the police, unless on blues.

If it's not a 999 response, yes.
I worked in Salisbury for two years.
It's a old city not designed for cars and there isnt much parking round there, if they were on a routine call.

So unless they wish to park a 8min walk away in Castle Street pay & display and likely miss that 999 call you mention, I would suggest it's acceptable.

It is fascinating that the keyboard warriors on this site bemoan the lack of social generosity of spirit and yet cannot extend it to those who serve the community. Suddenly the coin is flipped and the most trivial of transgressions, despite not knowing the full story, becomes the noose with which they will hang them with. Nope. The white line runs at a diagonal. There's actually only one of them - to separate the disabled space at the end from the rest.
