What I heard is it came from drifting, a trapezoidal profile to the tyre makes the tread more stable or predictable when breaking traction. Or something.
I don't know if it predates the drifting scene, but a small amount of sidewall stretch isn't uncommon in various forms of motorsport AFAIK. The examples above really do take it to a dangerous, and often illegal, extreme. Once the tyre is no longer properly seated on the bead, it becomes an idiotic fashion statement, like facial tattoos but more likely to kill other people around you.

The fashion at the moment seems to be a combination of air suspension, stretch and quite aggressive resting camber to get the wheel arch to sit between the edge of the wheel and the tyre, as you can see above (getting as low as possible without tucking the wheel into the arch, which isn't usually possible on most cars without cutting chunks out of the chassis as these days the metal behind the rear arch liners is usually structural, as are chasiss legs etc which often need to be notched to allow clearance to get that low).

I have no idea why anyone would want to do this. Some people are a bit weird.

I genuinely thought it was people not being able to afford the correct tyre size after buying expensive wheels, just the same as the old fad of driving around in a golf with a rusty bonnet...I thought they'd had a slight off and couldn't afford to have the bonnet painted.

Which somehow also turned into a trend of people deliberately rusting out their bonnets on purpose..

My car really isn't all that low (see profile) and I have a tiny bit of stretch on my tyres, and they catch all the bloody time, and that's with 4.5° of camber! Next time I'll definitely get a smaller profile tyre... or yeah, I could raise the coilovers but where's the fun in that?

And I've heard it is incredibly hard to actually get tyres to seal when you inflate them the first time, as the rubber is inches from the rim sealing surface. It is not easy with standard size tyres, but with this silly set up......

Professionals use a bead blaster, but it's common to use the flammable liquid and lighter trick, ala the Top Gear Polar Challenge when they needed to reseat one of the Hilux tyres.

I think it was taken off the road for no tax / insurance rather than having no roof, plenty of minis and other cars have their roof chopped off and are not scrapped

Probably, but by the looks of the state of the rear in that picture, there's no way that was roadworthy anyway further to the DIY roof chop it was given.

Do we really need dual foglights on each side? WTF is with the hole's as well? Looks like it was triple foglights at one stage and then they fell out!

Twin cold air intakes obviously rolleyes because obviously those THREE FECKING MASSIVE GRILLES directly above them aren't enough.
