I'd argue that this is not badly modified, but a case of someone having more flamboyance than the average Brit is used to.
That paint is not on the standard colour chart so it's either a factory customisation, a respray or a wrap, ergo modified. Irrespective of the semantics it's still fking ghastly! hurl
I did utter a slight "oh dear god!" when I opened the thread, but to be honest good for them - it's just down to differing tastes rather than ste modifications. I'm not a big fan of pink cars, I doubt I'll ever have one but I'd rather a few pink cars around than the mass of white, silver, grey and black cars we currently have.

Not necessarily a "bad" modification - aesthetically I think it looks quite good, actually - more an "odd" one:

Bit of an odd one - by taking a perfectly good car and making it out to be another perfectly good car, its become neither. I suppose the same comment could be applied to all the cars here, but there we go.

Not my photo, but this thing was ruining the ambience outside Rardley's in Grayshott as I cycled past yesterday...


...to my eyes, it's utterly horrible in almost every conceivable way. And all I could think of after seeing the plate was "what a c6nnt!".

DVLA have it registered as a red, 1 litre Polo E from 2000.
