It was probably low light/low ISO for the required aperture; not really any reason for a ND filter - a polarising filter possibly but it doesn't look like one was used (although it depends on its alignment).
The light levels don't look that low, and it was taken during the day. There's only so much you can do with a low ISO and relatively high (small) aperture. Also, excessively high apertures can reduce sharpness due to diffraction. In this particular photo, you can see some blurring from DoF in front and behind the car which means a high aperture was not used. If an ND filter was used, it's a pointless endeavour with animated objects in the shot; they'd get better results with a circular polariser and then at least it would remove the skylight reflections from the car bodywork. A graduated ND is great for landscapes or other wildly varying stops of light, a flat ND even when you've really got to get a dreamy long exposure waterfall, but for a static shot? Whack the shutter speed up.
