The fact it's a 800x600 (or whatever) JPG means it's not going to be easily detectable anyway.

Approximate exposure of an object in direct sunlight at f/16 is 1/ISO, and that is definitely not direct sunlight.

If an ND filter was used, it's a pointless endeavour with animated objects in the shot; they'd get better results with a circular polariser and then at least it would remove the skylight reflections from the car bodywork. A graduated ND is great for landscapes or other wildly varying stops of light, a flat ND even when you've really got to get a dreamy long exposure waterfall, but for a static shot? Whack the shutter speed up.
Looks like an ND filter to me, with the large aperture (obvious from DOF) even on a cloudy day you'd have to use an ND filter to get correct exposure at a shutter speed that slow.

There if definitely DOF blur (bokeh if you will) in there, look at he house in the background and the ground in the foreground.

No idea why they would bother; maybe to deliberately blur moving people/etc. in the shot so they detract from the car less?

Love it. If I had a choice between that and a Gullwing Ambassador I'd have to go for a targa-top Maxi.
