Bit confused about new UK road tax laws??

It's the buying and selling part of this that has me concerned at the moment. As I understand it, the new system is saying that if Joe Bloggs comes to buy my car one evening after work, for him to be able to drive it home that evening he has to tax it immediately in order to be able to do this legally. Of course, the car will still be taxed by me at that moment, so will a car be able to be taxed twice by two different people?
What happens if there is no easy internet access at that moment to be able for this transaction to take place? Are we to start letting strangers into our homes to sit down in front of our computers / laptops to get all this online malarkey of me un-registering and un-taxing the car for him to then register and tax it afterwards? No system would be able to update that quickly to reflect the change, surely? (ASKMID system can take days at the moment to show insurance matters) What if there is no internet access at that point?
If there is a grace period of even a day, this taxing issue could be avoided, and even if there isn't one, surely there's no way that the 'system' could be updated so quick as to catch Joe Bloggs driving his freshly-purchased car illegally as its not taxed just moments after the purchase has taken place - even if I had gone in and un-registered / un-taxed it as soon as he left my driveway.
The only other way I can see around this is you go to view a car, want it, put a deposit down then come back the next day to finalise the deal once you have already applied for the tax - again though, can you do this before the current owner has cancelled his tax?

Isn't it still taxed by the previous owner until they send in the V5 and the DVLA register the change of keeper? That gives you at least a few days doesn't it? The fact that threads like this appear, highlighting many nuances and raising many unanswered questions shows that, once again, DVLA have done a wonderful job of telling people about a massive change in the system. The feature on BBC Breakfast the other day showed that the vast majority of the motoring public know absolutely nothing about it.

Why wait a day? Just carry on as before, tax it as normal in advance but from 1 oct. You won't receive or need a disc.Surely a huge impact on bangeromics aswell. The days of getting something with a bit of tax lef tare gone and so even if the owner has just taxed it you will have to budget at least another £150 on top of your sub £1000 shed.

I'm sure you'll be allowed to the front of the queue if you just explain that you drive an RRS. I'm not sure how this all works at all, My tax runs out this month, I need to retax it so I can bring it back to the UK to sell, If I tax it for 6 months and then sell it in September/October with a valid tax disc does this disc suddenly become non transferable once these new rules come into force,

It really used to annoy me letting £200 plus worth of tax go on a car, could be a selling point but realistically it didn't actually affect the selling price by £200.

Set up a separate bank account. Set up a DD for the monthly amount in your main account. We don't have to have a three inch diameter disk in the window.
