care to explain? If you are underage and want to drive, you have to give up some of your privacy. Driving at sane speeds for a couple of years would prepare you better for unmonitored drive than putting you straight away in "unmonitored" car.
As has been explained before, monitoring does not prevent the driver doing something stupid, it punishes him after the event, the consequences for other people though remain.

I am quite sure there are some 14 year olds who would make better drivers than most 17 year olds, not many though, and many 17 year olds have an incident of some kind in their first year driving, a combination of over confidence and lack of experience IMO.
