They is taking the P. Depends on an awful lot of things -- what car, is it structural, is it in 300mm of a prescribed area (you'd be surprised how much area that can cover).
Better pics, what car, etc. will help. But just about anything can be repaired.

I think corrosion within 300mm of a structural part of a car (eg seat belt mount, chassis rail) is an MoT failure but I'll no doubt be corrected by someone who knows what they're talking about ETA just seen the previous post...
