What is the best engine m/g to hp ratio.

Hey, im new to this forum, been browsing pistonheads for a while, i always wondered...
if you made a chart fuel economy versus horse power what would be the best engine.
Probably the new engines, but im interested in 80's 90's engines so maybe lets have a 3 categories.

1. New engines (2000 - 2014)
2. Older ones (80's - 2000)
3. Older ones (80's - 2000)(non turbo till 2l)

Similar questions have been asked in the past. IMHO a more pertinent question is mpg vs. bhp/tonne or vs 0-60mph.
Lotus Elise seem to do quite well in those.
