hole in braket

Hi there is a rust hole in the rear bracket on my car from the rear bumper beam to the bumper. I am guessing this isn't in a structural place? The rest of the beam/ bracket seems ok.

Guessing its not really structural like a hole in the sills would be?

No idea would help with a picture further out all I can see is a bit of metal with a hole in it.

the top hole is preform in the metal has always been there
