Yes she will be paying, I do wonder how much it'll cost in the end.
It's not so much the fact she damaged it that is bothering me, rather the fact that she thought it appropriate not to come out with the truth straight away. Hopefully this is a lesson to her, it definitely was for me!

I've had exactly the same when a white van brushed against me in a car park. The good news is that can usually be polished off without any sign of damage with something like T-Cut.
The white stuff is actually paint/powdercoat that has transferred onto your paint, in other words sitting on top of your blue paint.
Yes your sister messed up, but before you send a large bill to your sister, try using petrol or tar and glue remover and letting it soak on there. After a few minutes, it should all rub off, and then give it a quick machine polish to refine the finish.
If I had that car here, you wouldn't even know it was there once finished.

As per the title, I came back home to find my car with the damage you can see in the pic below.
My car is blue...While some white might be undercoat that has "spread" it's probably because the paint has been scraped to reveal it.
