I think this whole thing is a holdover from the 70s and 80s when production cars genuinely did have badly designed, restrictive inlet systems like "frying pan" filter boxes. Back then you could make some gains by opening things up. Same with poorly designed heads and the like. But nowadays, manufactures have done all of the easy things to improve performance and efficiency.
