Cost of driving licence to be cut

Typical I renewed mine last month. Given the dire state of the country's finances surely it would make more sense to keep the prices as they are and use the profits to pay some of the deficit?

Driving licences/passports should be sold at cost, making a profit out of them is wrong.

Probably allowed by the cost savings at the DVLA now that the tax disc is gone.

How does the photo get to DVLA if done online?

Pay out for an unwanted passport or get no discount because without the passport it cannot be done online - is that right?
