If this is indeed the case have you reported it through www.fillthathole.org.uk ?
I'm happy to add another complaint if necessary (just pm me) The more we complain, the more likely they are to fix it (or at least anyone unfortunate to come cropper MAY stand a chance)

I thought many areas had extra funding this year - probably just adding it to their pensions rather than spending it on service?
