RS Clios have middle belts, or 172 does at least. I think.. I think I've had 5 people in mine and I always make sure everyone is belted up Urban fuel economy is not great.. I swear I used to get 40 but these days it's more like 27, though mostly urban and short trips, though maybe it needs some tlc too.
How about a Seat? Leon FR, diesel isn't too quick but is not as bad as most diesels for feel and petrol FRs are the same but a bit quicker, I imagine Cupras won't be good enough for ecnomy.

The 5 dr one is IMHO a very good solution if you have a family.
