A service means nothing unless advised maintenance carried out.
A service where the advised maintenance isn't carried out isn't a decent service, is it?
Well that's just it isn't it. If you buy a car stamps in the book from a reputable garage isn't a guarantee that all is good.

what do you expect them to do if you complain ? refurbish the cars brakes from front to back?

you need to understand the mot isnt much more than kicking the tyres and checking the lights work on that day , its not a service or any kind of repair

The question here shouldn't be about mot, it should be about service history. When did this car last have a decent service?
note he says "decent" , alot of services wont take the wheels off to check stuff

Sorry, I didn't word my original message clearly. I've had the car for around 11 months and it was fully serviced and MOT'd not long before I bought it. I took it for an MOT six weeks ago.

I just wanted to check if the pads issue should have been identified / given an advisory. I was advised to complain to the MOT provider but I didn't want to waste my time and create a fuss if it's just one of those things that happens and not an error on the garage's part. Thanks for the replies!
Cars are mechanical things and parts wear out. Pretty much all of the parts wear out sooner or later. Things like brake pads and tyres are consumables that need to be checked regularly. If you don't do any other checks then you need to service your car (or have it serviced) at least once a year. When this is done properly all of the parts that are either worn out or would wear out before the next service should be replaced. Brake pads are commonly replaced. Your car had not had a service for over a year so it should have had a service before the MoT. If you did next to no miles in the last year then the previous service wasn't much good.

Just change the pads now - and hope it hasn't been metal and metal if so you'll possibly need new drums/discs.

You could complain all you like but you've had the car 11 months and brakes are consumables which clearly past the 3 month timeframe.

Just suck it up and move on.

Change pads and discs, Its a fiesta. Parts are cheap. Could be worth spending a little on tools and do it yourself. Discs and pads are generally pretty straight forward.

As said above, the MOT is just a spot check, and a limited one at that as the wheels don't come off.
