Sorry, I didn't word my original message clearly. I've had the car for around 11 months and it was fully serviced and MOT'd not long before I bought it. I took it for an MOT six weeks ago.
I just wanted to check if the pads issue should have been identified / given an advisory. I was advised to complain to the MOT provider but I didn't want to waste my time and create a fuss if it's just one of those things that happens and not an error on the garage's part. Thanks for the replies!
Cars are mechanical things and parts wear out. Pretty much all of the parts wear out sooner or later. Things like brake pads and tyres are consumables that need to be checked regularly. If you don't do any other checks then you need to service your car (or have it serviced) at least once a year. When this is done properly all of the parts that are either worn out or would wear out before the next service should be replaced. Brake pads are commonly replaced. Your car had not had a service for over a year so it should have had a service before the MoT.
